<p>Norm is joined in the second hour by States Attorney General for the District of Hartford, Connecticut, Sharmese Wolcott. </p> <p>Sharmese and Norm go back many years as legal adversaries. Sharmese joins Norm to discuss what the juvenile justice system is at a fundamental level, the goals thereof, and where the voids in the system reside. </p> <p>Norm inquires about the concept of "delinquency" and how young a person can be to be "put into the system" or prosecuted, which in the state of Connecticut is the age of 13 years old. </p> <p>The conversation circles around as Norm acknowledges that the juvenile system is most devoted to rehabilitation and for good reason, a proposition with which Sharmese agrees. However, Norm presses on this. </p> <p>How serious an offense might a juvenile commit before the case turns from juvenile to adult? What about punishment? Deterrence?
