Will the ANC stop Kill the Boer?

The Secretary General of the ANC, Fikile Mbalula has announced that the party doesn’t want its members to chant Kill the Boer. This is a breakthrough. Is the battle won though? According to South African courts, when Kenny Kunene calls Julius Malema a “cockroach”, it’s hate speech, but when Malema chants Kill the Boer, or talks about exterminating the white minority, it’s protected speech.
