Texas law now bans dog owners from unlawful outdoor tethering

As of Jan. 18 in Texas, the owner of a dog chained up outside in inhumane conditions can be fined $500 and repeat offenders could face a class B misdemeanor, up to 180 days in jail, or a fine of up to $2,000.
