<p>Quincy City Council President Noel DiBona discusses the April 24th meeting, including the creation of a municipal broadband enterprise fund, conditions at 2 CVS stores, an analysis of non union employee compensation, and the future of the Ruth Gordon Amphitheatre.&nbsp; DiBona also extends his thanks to Ward 5 Councilor Chuck Phelan, who announced he is not seeking re-election.&nbsp;</p>
