Change to anti-terror law should have come sooner, say aid groups helping Afghans

Ottawa is planning to update anti-terror legislation to make it easier for aid agencies to tackle the humanitarian crisis in Afghanistan, without changing the Taliban’s designation as a terrorist organization. But some aid groups say the change should have come much sooner.
