<p>In this pre-election forum, Proposition 2 sponsor John Harrington and library supporter Kathy Bolling discuss the arguments for and against a ballot measure that would repeal a property tax that provides about 40% of the Ketchikan Public Library's budget. Residents who live within the Ketchikan Gateway Borough but outside the cities of Ketchikan and Saxman will be asked to vote on the measure in the Oct. 4 election. </p>
