Bills in the Butcher Shop 2/22

<p>House committees have taken to using "substitute bills" to accomplish what they want to do.  So far they have used the measure on 4 pieces of legislation without consulting the bill's sponsor or even mentioning it to them.  Senators Bo Biteman, Lynn Hutchings and Rep Jeremy Haroldson have been their latest victims.</p>
