Terry is the Chairman of the Chatham County Board of Assessors, one of the key institutional authorities for local taxation. He is also interim Executive Director of the Economic Opportunity Authority (EOA).</p><p>His involvement in Chatham County is storied and tenured. </p><p>John was eager to get to local tax policy, but this was a winding conversation. We began with the recent local crime wave here in Savannah, GA and his opinion of the demerged police departments, Leadership and staffing levels.</p><p>We then moved to affordable housing, one of Terry's key areas of expertise. Having sat on the advisory boards of Fannie Mae and HUD, this intersection of housing and poverty is a key element of the long term crime conditions.</p><p>We then move in to tax policy starting with the submission digest to the department of revenue at the state and revisit the infamous fire fee.
