<p>In San Diego, police agencies for years had insisted that the restraint was necessary.</p><p>But within 48 hours of San Diego’s decision, every department in the county announced it, too, was banning use of the hold. Sheriff Bill Gore, whose department employed Ward, initially said the department would continue to use it.
