They set out to make it easier to obtain documents from countries of origin. In order to do so, they needed to have contact with lawyers on the ground in those countries. That's what they did. Expecting they would have huge demand from immigrants moving to the United States, they were surprised to learn that was only about 50% of their inquiries. In fact, they also had significant inquiries from those in the US who were moving outside the country. Also, they have those in countries outside the US who need to obtain documents from an entirely separate nation state. Having such a broad total addressable market is both a blessing and curse.
