Fatboy & Olive: Kitgum District Schools to Only Promote Learners Based on Mental State

Headteachers in a cross-section of schools in Kitgum district have said they will only promote learners to the next class depending on their mental predicament and if they were engaged in home-based learning during the lockdown. This however is in contrast to the Education Ministry's directive for the automatic promotion of learners to the next class.
