The Qing were slow to action on the negotiation front leading to three attempts to reach a peace agreement. However in the meantime the Japanese prolonged things for just enough time to allow their amphibious forces to invade the Pescadore islands and Taiwan. Li Hongzhang became the scapegoat for the entire conflict and was forced to sign the humiliating Treaty of Shimonoseki. However in the end it would also be Japan getting served a nasty deal because of the Triple Intervention of Germany, France and Russia.
