Maureen Murat is an Attorney-Advisor in the Office of the General Counsel with the DC Department of Insurance, Securities, and Banking (DISB). She provides legal guidance and support on banking issues the DISB regulates.  Maureen primarily supports the Banking Bureau and provides legal advice and guidance to the agency on local and federal banking and financial institution laws and regulations.  Before joining DISB, Maureen worked at a small firm advising startups and small businesses interested in launching Fintech businesses, including advising companies on raising capital and private securities offerings and filings under Regulations A+, D, S, and CF.  Maureen has also taught courses on fintech and how they intersect with the law at the University of New Hampshire Franklin Pierce School of Law. She has been speaking and presenting on Fintech, blockchain, and cryptocurrency solutions for over four years and is excited to share her knowledge.
